The North Dakota Department of Commerce has hired James Leiman as its Senior Manager of Economic Development Initiatives.

As a member of Commerce’s senior leadership team, Leiman will focus on supporting transformational projects and will work directly with teams from the Main Street Initiative, the North Dakota Trade Office, the Economic Development & Finance Division and will lead statewide supply chain and logistics modernization efforts.

A native of New Jersey, Leiman previously served as city administrator in Ada, Minnesota. Leiman was in the Army from 2000 to 2004, where he worked in several roles including intelligence analyst. He is a veteran of Operation Enduring Freedom. He then went on to lead organizational overhauls to include transitioning the Department of Veterans Affairs (VA) away from paper and into a digital operating environment resulting in major reductions of the VA claims backlog as well as hundreds of millions of dollars in taxpayer savings. He holds graduate degrees from the Evergreen State College and Naval Postgraduate School and is slated to complete his Doctor of Philosophy in transportation and logistics from North Dakota State University by year’s end.

“James is bringing his extensive background and expertise in community development and entrepreneurship to the Department of Commerce,” Commerce Commissioner Jay Schuler said. “His experience will boost our efforts to diversify North Dakota’s economy and achieve our Main Street Initiative goals of creating healthy, vibrant communities with smart, efficient infrastructure that can attract and retain a 21st century workforce.”

The North Dakota Department of Commerce works to improve the quality of life for North Dakota citizens by leading efforts to attract, retain and expand wealth.
